Steps

 1   Solid color #272524 "Lighten" Opacity 41% Fill 88%
 2   Hue/Saturation, Saturation 1, Reds (Saturation 4, Lightness 4)
Yellows (Saturation 3, Lightness 1)
 3   curves, Input 160, output 163.
 4   Exposure (Exposure 0.12, Offset 0.0000, Gamma correction 1.00)
 5   Gradient fill, Scale 110%, #00eaff "Soft light"
 6   Solid color #de0c0c "Exclusion" Opacity 7%.
 7   Solid color #C70336 "Soft light" Opacity 37%.
 8   Gradient fill (White,white) Reverse, Opacity 21%.
 9   Selective color (Cyan -86, Magenta 0, Yellow 0, Black 29)
 10   Solid color #141450 "Overlay" Opacity 21%.
 11   Vibrance (Vibrance 78, Saturation 11)
 12   Solid color #f79700 "Soft light" Opacity 18%.
 13   Gradient fill (Black, White) "Soft light"
 14   Gradient map, #1d1d1d, White.
 15   curves (Input 135, output 129) (Input 169, output 172)
 16   Solid color #020202 "Soft light" Opacity 47% Fill 90%
 17   Solid color #282929 "Lighten" Opacity 52% Fill 49% ... And you're done!
