Open your photo in Adobe Photoshop, This article is using CS6 but almost any version will work,

Steps
1 Go to (Hue/Saturation) Click inside the checkbox to the left of the Colorize option,
Drag the Hue slider to around 40.
2 We need to have of our existing layers merged into a new layer above them (keyboard shortcut, Shift+Ctrl+Alt+E)
3 Go up to the (Filter menu > Choose Blur > and then choose Gaussian Blur)
Radius 6 pixels, Blending mode to Overlay, Opacity 70%.
4 Add a new layer by clicking on the Create a New Layer icon.
5 We need to fill the new layer with black
(use the keyboard shortcut Shift+F5) select Black.
6 Go up to the (Filter menu > choose Noise > and then choose Add Noise)
Drag the Amount slider to somewhere around 130%.
7 Make sure you select the Gaussian and Monochromatic options,
Blending mode to Soft Light, Opacity 13%.
8 Click on the New Adjustment Layer icon, and select Levels from the list,
Output Levels (30 - 235)
9 With the (Hue/Saturation) adjustment layer selected, Go up to the Opacity option and lower the opacity to around 90% ... And you're done!
